Clusters4Regions – A Portfolio of Projects for Donors and Partners

Investment and Financing of Cluster Solutions for the Regional Development of Ukraine

The Clusters4Regions initiative brings together 12 selected cluster projects from six regions of Ukraine into a curated project portfolio designed to attract funding and partnerships.

Our role goes beyond simply presenting projects – we ensure high-quality matching between projects, financial instruments, open calls, and partners.

Within the framework of Clusters4Regions, 12 clusters were selected and prepared their projects for investment and grant financing.

Altogether, the portfolio includes 15 projects focused on:

Projects are designed in line with the requirements of open calls, donor programs, and blended finance instruments, rather than as generic “grant ideas.”

Thematic Areas of the Projects

The portfolio is structured around three thematic areas:

Green and Circular Economy

Infrastructure and innovation projects aimed at the green transition, sustainable processing, and circular value chains.

Industrial and Manufacturing Clusters

Projects focused on processing, production modernization, shared infrastructure, and strengthening SME competitiveness.

Skills, Inclusion, and Local Added Value

Initiatives aimed at developing human capital, integrating vulnerable groups, and fostering local economic growth.

Each project includes a one-page profile and a detailed presentation available upon request.

Clusters4Regions is an initiative aimed at designing and implementing cluster programs in six regions of Ukraine (Vinnytsia, Volyn, Sumy, Odesa, Khmelnytskyi, and Ternopil regions). The initiative is implemented by the Ukrainian Cluster Alliance at the request of the Ministry of Economy, Environment and Agriculture of Ukraine, with the support of the Swiss-Ukrainian project “Ukraine`s Cohesion and Regional Development” UCORD, and is aligned with EU priorities, international donor frameworks, and Ukraine’s recovery agenda.
